Why explicit belief is the AI governance primitive
You cannot govern AI by reviewing its output after the fact. By the time the output exists, the intent that drove it is gone. Governance has to happen upstream — at the belief level — before the AI acts on a context that hasn't been validated.
When the team's belief system is explicit and current, every AI interaction starts from a governed context. The constraints are in the belief system. The priorities are in the belief system. The architectural decisions, the compliance requirements, the things the team decided last sprint — all of it is in the context the AI reads before it generates anything.
