The governance problem is a belief problem
Traditional software governance asks: did the right people approve the right things? That model assumes changes are discrete, reviewable, and attributable. AI changes that. Code is generated faster than it can be reviewed. Decisions happen in chat windows. Context is embedded in prompts that disappear.
